Anyone know if the EPA range for the performance pack was determined with the car in performance or range mode?

It was done in Performance mode, that's why the Performance Pack car can key-on in the Performance drive mode. The standard dual motor cars are EPA rated based on being in Range mode, which is why they cannot key-on in Performance mode.
