Yes. They are fitted by the Volvo dealer delivering your car. They can be retrofitted as to the PS specialist @ my Volvo/PS service center but will cost 500€ more.

... no one in the UK is trained to do the install.
It's not that hard ... the only "hard" part is wiring up the electronic release button.

Interesting. It seems to be the same process as for a Volvo and the hardest part seems to be to make a clean cut out in the lower fairing
