Hard to read to much into it but a) yet another sign that Volvo and Polestar are completely intertwined and b) this seems to only be a good thing.
Hembrough is moving up; did good but also had a precarious relationship with the Volvo dealers which in the US Polestar absolutely needs. Gustafsson has a better relationship with the dealers who hopefully he can convince to play ball a little nicer now.

Re what I mean re precarious relationship, here is Hembrough being deposed in a federal suit that a Hawaii Volvo dealership brought against Volvo USA.
Seems Hembrough was the one that had to answer for when dealers were angry with corporate - I imagine it didn't help that Hembrough then was tapped to head up Polestar, which the US dealers en masse plainly didn't want to exist as a nominally separate brand and therefore competitor.
Gustaffson meanwhile was able to take credit as the guy who led to great increases in Volvo sales, so the dealers seem to love him.
