The only regulations in the US at the Federal level that have to do with tire strength testing, are so that a 99 load index tire is at least as strong as that load index. It's up to automakers to choose tires for their vehicles.

They're quite soft but with the RWD bias in the '24 the handling is quite neutral after initial turn in understeer. They won't last long though.

Don't you live in the United States? Are you stating OEM tires are H rated?I just visited the Michelin web site (for the US) and I found this, with same speed rating of H as on my tires:

I have no idea what tires are at your "Tire Rack", but apparently Michelin does make the OEM tire that's on my car (they show it as available).
But even if they didn't, I would have zero reluctance, in a "replacement situation", replacing it with a 102V or 102W load and speed rated Michelin Primacy All Season 245/45-19.
